The incubator in Elbląg is a part of a wider enterprise whose main aim is to establish the IT Creation Centre. It is a form of an organized economic complex oriented on supporting the newly-created companies by providing them with suitable space, proper office services, consulting, training, etc. The concept is based on the experience of  Ronneby, which is a twin town to Elbląg. The Swedish model of their Soft Centre in Ronneby was adjusted to Polish legal conditions. The statistics show that innovation of Polish SMEs is three times as low as in Western Europe. Therefore it is crucial to use the existing economic and scientific potential of the region to create technological parks combining the features of advanced technology incubators and conveniences for small enterprises. Activities leading to the creation of advanced technologies and those winning external markets should be supported. The unit will be subordinate to the Mayor of Elbląg. This will allow the enterprise to start activity and its statutory tasks.
